PAGE PAGE 29 基于主成分分析法的杭州市城市土地集约利用评价研究 摘要：随着经济的快速发展，土地集约利用问题日益严重，并逐渐制约了城市的可持续发展，为促进土地资源的可持续利用，提高土地集约利用水平已成为城市发展的必然趋势。本文以杭州市为研究对象，利用杭州市2006-2013年相关数据与环杭州湾城市2013年相关数据，选取土地利用投入、土地利用强度、土地利用效益三个方面的13个指标，建立杭州市城市土地集约利用评价指标体系，在主成分分析的基础上，对杭州市土地集约利用情况进行横向与纵向评价。分析表明：2006年-2013年，杭州市土地集约利用水平正处于快速上升阶段，土地利用效益较高，但在土地利用强度方面却有待提高。存在问题：（1）杭州市2006-2013年人均建设用地波动较大；（2）杭州市土地农业利用率与环杭州湾其他城市相比有一定的差距。对策：（1）建立和健全土地利用市场机制，发挥土地利用市场对资源的有效配置作用；（2）提高建设用地占用耕地的成本，减少非农建设对耕地的占用；（3）合理利用闲置土地，提高土地利用效率；（4）结合产业结构调整优化土地利用效益，促进土地集约利用；（5）充分发挥城市规模效应，实现城市化与土地集约利用协调发展；（6）建立土地集约利用考评机制，规范政府行为，在根本上促进土地集约利用。本文的研究可以为杭州市土地集约利用评价提供参考，为杭州市优化土地利用结构提供依据，促进杭州市土地集约利用。 关键词：主成分分析法；城市土地；集约利用；评价指标体系；杭州市 Study on Evaluation of land intensive utilization in Hangzhou based on principal component?analysis Abstract: With the rapid development of economy,?intensive land use problems restrict the sustainable development of the city. In order to promote sustainable use of land resources, improving the level of intensive land use has become an inevitable trend of urban development. It takes Hangzhou city as the research object, using the data of Hangzhou 2006-2013 and Hangzhou Bay City 2013 data, including 13 indexes in three aspects like land use investment, land use intensity and land use benefits in this paper. It also establish intensive land use in Hangzhou city evaluation index system, using principal component analysis method, on the land intensive use of Hangzhou city horizontal evaluation and longitudinal evaluation. The analysis shows that, in 2006-2013, the level of land intensive use in Hangzhou city is going up rapidly, and the land use efficiency is higher, but the intensity of land use is still need to be improved.
