PAGE PAGE 22 土地利用与生态保护冲突研究 ——以雁荡山风景区为例 摘要：研究目的：土地利用与生态保护的协调关系极大影响了该区域的经济发展和社会和谐。本文通过对雁荡山风景区土地利用与生态保护冲突机制的探讨、研究，尝试发现该区域解决土地生态环境冲突有效方法，从而促进当地旅游经济可持续发展。研究方法：通过三个典型的案例分析，主要选取建设用地与农用地的冲突，包括公共管理与公共服务用地（主要为风景名胜设施用地）与林地（主要为有林地）的冲突，住宅用地与耕地的冲突。农用地之间的冲突包括耕地与林地的冲突。并结合问卷调查数据研究该区域土地生态环境冲突演变过程的类型、强度、变化，从而找出有效的方法与措施去解决土地与生态之间的矛盾。研究结果：通过案例与问卷数据分析，发现可以通过多途径改善甚至解决土地与生态之间的冲突，其中包括各级政府与景区管理部门出台合理的政策措施，对游客而言建立生态旅游机制，对于当地居民而言要科学合理开发山林，从而促进经济发展，对于经营企业而言要协调经济利益与生态保护。 关键词：土地利用；生态保护；冲突；解决机制 Conflict studies of land use and ecological protection -- to yandang mountain scenic area as an example Abstract: Research purposes: the coordinated relationship between land use and ecological protection greatly influenced the regional economic development and social harmony. This article through to yandang mountain scenic area of land use conflict with the protection of the ecological mechanism of study, research, trying to find the effective way to solve the land ecological environment conflict, the area so as to promote sustainable development of local tourism economy. Methods: through three typical case analysis, the conflict between main selection of construction land and farmland, including land for public administration and public services (mainly for land for scenic spot facilities) and forestland (as) the conflict, the conflict between residential land and cultivated land. The conflict between agricultural land including cultivated land and forest land conflict. Combined with the survey data to study the conflict area land ecological environment evolution type, strength, change, to find out effective methods and measures to solve the contradiction between the land and ecology. Results: through the case with the questionnaire data analysis, can find many ways to improve and solve the conflict between land and ecology, including all levels of government and the scenic area management for reasonable policies and measures to set up the mechanism of ecological tourism for tourists, for local reside
