摘要 风险管理方法在企业及公共部门己经得到了较为广泛的运用，为顺应世界经 济贸易发展趋势，有效开展进出境监督管理工作，中国海关积极引入风险管理理 念，将风险管理分析应用到海关业务领域之屮，并逐渐构建海关风险管理体系。 海关旅检部门作为对进出境旅客行李物品实施监管的主体单位，把守在国门 第一线，承担着打私、维稳、反恐、保护知识产权等重要工作职责。在旅检部门 开展风险管理分析工作，可以更有效的进行进出境监管，保障国家对外经济贸易 和文化发展顺利进行。另外，旅检现场直接面对管理相对人——进出境旅客， 在 工作中采取即决式处理的方法，工作时效性及敏感性强，因此，更有必要排査风 险点，事先做好分析工作，从而为现场工作时能够及时准确判別风险人员及行李 物品提供依据，以做到在保障通关效率的同时，打击走私严把国门。 本文以空港口岸海关旅检现场情况为例，展示海关旅检风险管理应用现状， 点进行具体详细的分析研究 并针对现存问题，研究提 对实际监管工作中的风险 ， 出海关旅检风险管理的对策性思路。 词 风险管理，旅检，监管 关键 ： Abstract Risk management in the corporate and public sectors has been widely used these days.In order to comply with the development trend of world economy and trade, carrying out supervision of the import and export effectively, China customs has actively introduced the concept of risk management, and applied risk management analysis to the field of customs operations. Besides, customs risk management system has been built gradually. As the main unit to supervise import and export passenger s baggage and article, customs passenger inspection division undertakes the duty of , anti -smuggling maintenance of stability, anti-terrorism, intellectual property rights protection and other important duties during guarding the first line of the country gate.If carrying out the risk management analysis in this division, import and export supervision can be more effectively, foreign trade and cultural development can also go on wheels.In addition, the work of passenger inspection needs customs officers solving all problems immediately.Therefore, pointing out the risk and pre-analysis are essential process
