摘 要 摘 要 PAGE PAGE 1 PAGE PAGE 1 我国停车问题的对策探讨 摘 要 改革开放以来，随着我国经济和汽车业的快速发展，私人小汽车数量也迅速增加。私人小汽车的增加使人们的出行更加方便，人与人之间的距离也逐渐缩小。但是与此同时，“停车难”问题已成为我国各个城市面临的共同问题，得到了社会各个方面的关注。本文对城市停车问题的背景、现状及原因进行了细致的分析，认为由于车主公德意识淡薄、汽车数量的增加与停车位短缺的矛盾日益突出、停车管理手段落后、城市停车场的停车收费标准不合理、规划部门未能制定合理的城市停车规划、停车政策不健全，缺乏配套的法律保障等原因造成“停车难”日益突出、城市路边占道停车比例高，严重影响了道路的通行能力、诸多建好的车位被挪用置、停车管理不善，缺乏协调机制、城市建设规划不足、停车场建设缺乏统一规划等城市停车问题。在此基础上，本文提出相应政策建议，认为我国政府应该控制小汽车的增长和使用、落实公交优先战略，优化城市交通结构、规划管理路边停车、加强城市停车综合管理，建立健全配套法律法规、大力扶持科技创新，建立地下停车场和立体型停车库、超前规划城市停车场设置、加强停车业信息化，推动停车业产业化发展，从而解决停车难题，推动城市交通秩序管理。 关键词：城市交通 停车问题 现状 原因 ABSTRACT ABSTRACT PAGE PAGE 2 PAGE PAGE 3 ABSTRACT Since the reform and opening up, with the continuous development of economy and automobile, the number of private cars has increased rapidly. The increase of private cars makes people travel more conveniently and reduce the distance between people and people. However, the problem of parking has become a common problem in every city, causes attention of social aspects. In this paper, background, current situation and reasons of the problem are analyzed, I think that there are lots of problems, such as the ratio of roadside parking is high, many parking spaces are occupied, parking mismanagement, the department don’t have a good plan. Due to the public morality of owners is weak, the contradiction of the increase of private cars and the short of parking is serious, the way to manage is backward, parking charge is not reasonable, the department failed to establish a plan of parking and the lack of supporting policy and legal. On the basis, there are some advices. I believe that on one hand, the government should control the growth and use of cars, optimize the structure of city traffic, manage roadside parking and establish the underground parking places and stereo garages. On the other hand, the government should establish and optimize the supporting laws and regulations, promote the development of the parking and make parking industrialization. Key
