摘 要 政府与社会资本合作（Public Private Partnership，简 PPP）作为基础设施建 设和国家治理的新项目新模式，在基础设施等公用事业领域引入社会资本和提供公共 产品创造了新模式，得到了多个国家的重视与积极推崇。自 2013 的年底筹划酝酿到下 一年的正式提出并陆续开始推进各领域，短短几年时间中国已成为 PPP 市场较成熟， 规模及影响力都极大的国家之一，取得了显著的成绩。但由于PPP 在我国的快速发展 过程中出现的一些障碍，影响了该模式作用的发挥和继续推进。 本文针对目前其存在的问题进行探讨，对造成问题的原因进行分析，从首先界定 公私合作伙伴关系(PPP)的概念与特征，并介绍PPP 的类型、适用范围与付费机制。接 着从理论基础-公共治理理论和公共利益理论两方面进行阐述。然后，从目前我国国情 下剖析 PPP 模式的发展历程、积极意义和典型案例并从中分析存在的问题。接着介绍 英国、加拿大及美国等发达国家的 PPP 模式，并分析其中的可借鉴之处。最后分析推 进 PPP 模式在我国进一步发展的障碍，从而有针对性地提出解决方案，并提出合适的 对策措施。 关键词：PPP；发展历程及问题；发展的对策措施 Abstract Public Private Partnership (PPP), as a new project and new model of infrastructure construction and national governance, has created a new model by introducing social capital and providing Public goods in the areas of infrastructure and other Public utilities, which has been valued and promoted by many countries.From the end of 2013 to the formal proposal of the next year and the promotion of various fields, in just a few years, China has become one of the countries with a mature PPP market and great scale and influence, and has made remarkable achievements.However, because some obstacles in the course of quick development of PPP in China, the mission of this model is affected and farther promoted. This paper aims at the presenting problems and analyzes the reasons of the problems.
