地方政府投融资平台市场化转型路径研究-以L市DT集团为例 摘 要 新中国成立以来特别是改革开放以来，随着我国经济增长和城镇化步伐加快，公共基础设施建设取得了突飞猛进的发展，对我国经济社会发展的支撑作用越来越明显。但由于地方政府财力有限，公共产品包括公共基础设施的提供单纯依靠政府无偿注资是远远不够的，投融资体制改革势在必行。地方政府投融资体制改革的主要目的是改变地方政府作为公共基础设施的唯一投入主体，动员社会资本投入到公共基础设施的供给行列中来，同时起到节省财政资金、发展民营经济、提高公共产品服务效率的作用。 本论文立足于L市地方政府投融资平台DT集团调查研究资料为论文的支撑依据，通过对公共选择理论、委托代理理论、财政分权理论、公共产品理论、新公共管理理论等相关公共管理基础理论的收集整理及运用，根据文献搜集获得的资料，整理得出地方政府投融资平台不同的历史发展阶段及现状，构建地方政府投融资平台转型路径的分析框架，即地方政府管理模式转型、公司治理模式转型、经营模式转型、债务问题化解与融资模式转型；并依据上述转型路径分析框架，分析L市DT集团转型发展过程中所遇到的各类问题，探究形成问题背后的原因，并有针对地提出促进转型发展的对策建议：首先应该明确明确地方政府定位及作用，其次应完善治理体系转型，然后优化资产管理转型，最后创新融资方式转型。 本文对我国地方政府投融资平台转型进行研究并选取L市DT集团作为转型案例分析，可以为地方政府投融资平台面临转型抉择的踌躇之际理清发展方向并提供转型经验启示，具有一定参考借鉴作用。 关键词：投融资平台，转型发展，L市DT集团  ABSTRACT Since the founding of new China, especially since the reform and opening up, with the acceleration of Chinas economic growth and urbanization, the construction of public infrastructure has made rapid development, which plays a more and more important role in supporting Chinas economic and social development. However, due to the limited financial resources of local governments, it is far from enough to rely solely on the free capital injection of the government for the provision of public goods, including public infrastructure. The reform of the investment and financing system is imperative. The main purpose of the reform of local government investment and financing system is to change the local government as the only investment subject of public infrastructure, mobilize social capital into the supply of public infrastructure, and play the role of saving financial funds, developing private economy and improving the efficiency of public goods and services.
