基于城乡互动视角的山东省新农村建设推动机制研究的中期报告 摘要： 作为我国农村改革的重要一环，新农村建设从大力改善农村基础设施、推动农业发展转型升级、助力农民增收致富等方面取得了较大成效。然而，在新农村建设过程中，如何促进城乡互动，充分发挥城镇的辐射作用，依然是一个难点与瓶颈。针对这一问题，本文以山东省为例，从政策制定、资源整合、组织实施、经验总结等角度，探讨了推动新农村建设发挥城乡互动效应的机制。研究发现，推动城乡互动，需要强化顶层设计，优化资源整合，加强组织协作，加强经验交流等方面的努力。同时，还需要注重发挥地方特色，优化土地利用，培育新型职业农民等方面的措施。 关键词： 城乡互动；新农村建设；山东省；机制研究 Abstract： As an important part of rural reform in China, the construction of new rural areas has achieved considerable results in improving rural infrastructure, promoting agricultural transformation and upgrading, and helping farmers increase their income and become rich. However, how to promote urban-rural interaction and fully exert the radiation effect of towns is still a difficult and bottleneck problem in the construction of new rural areas. In this regard, taking Shandong Province as an example, this paper explores the mechanism of promoting new rural construction to exert the effect of urban-rural interaction from the perspectives of policy formulation, resource integration, organizational implementation, experience summary, etc. The research found that promoting urban-rural interaction requires efforts to strengthen top-level design, optimize resource integration, strengthen organizational cooperation, and strengthen experience exchange. At the same time, it is also necessary to pay attention to giving full play to local characteristics, optimizing land use, cultivating new professional farmers, and other measures.
