基于农民视角下的新型农村合作医疗制度研究的中期报告 摘要： 本文旨在对新型农村合作医疗制度进行研究，其中重点关注农民视角下的问题和建议。我们通过文献综述、问卷调查和实地访谈等方式，获取了大量的资料和信息，分析了新型农村合作医疗制度的优缺点和存在的问题，并提出了一些改进建议。 研究发现，新型农村合作医疗制度在医疗费用分担、基金运作和参保覆盖等方面取得了显著成效，但在保障效能、保障水平和服务质量等方面存在不少问题。农民对制度不够了解，参保意愿和参保率相对较低，还有一些地区存在医保基金不稳定和报销比例不公等问题。 基于这些问题，我们提出了一些建议。首先，要加强宣传教育，提高农民对新型农村合作医疗制度的认知水平；其次，要完善机制，保证基金的稳定运作和报销比例的公平公正；最后，要提高服务质量，加强医疗机构的建设和医疗人员的培训。 关键词：新型农村合作医疗制度，农民视角，问题，建议 Abstract： This paper aims to study the new rural cooperative medical system, focusing on the problems and suggestions from the perspective of farmers. We obtained a large amount of data and information through literature review, questionnaire survey and field interview, analyzed the advantages, disadvantages and problems of the new rural cooperative medical system, and put forward some improvement suggestions. The research found that the new rural cooperative medical system has achieved significant results in medical cost sharing, fund operation and insurance coverage, but there are still many problems in guarantee effectiveness, guarantee level and service quality. Farmers are not well aware of the system, and their willingness to participate in insurance and participation rate are relatively low. There are also problems such as unstable medical insurance funds and unequal reimbursement ratios in some areas. Based on these problems, we put forward some suggestions. Firstly, we should strengthen publicity and education to improve farmers understanding of the new rural cooperative medical system. Secondly, we should improve the mechanism to ensure the stable operation of the fund and the fair reimbursement ratio. Finally, we should improve the service quality, strengthen the construction of medical institutions and the training of medical personnel.
