Themallwasashoppingcenterandsocialhubbuiltin1979−1980with15,000m

(165,000ft)ofretailspace,1,200m(12,500ft)ofoffices,and334parkingspaces

ontherooftopparkingdeck.Themallplayedanimportantroleintheoverall

economicwell-beingoftheretirementcommunityinElliotLake.Theparking

deckwasconstructedusing203mm(8in.)deepand1.2m(4ft)widehollowcore

prestressedprecastconcreteslabpanels,typicallyspanning9.1m(30ft).The

prestressedunitsweresupportedbysteelbeams,andhad75–100mm(3–4in.)

ofconcretetopping,withinsulationplacedunderneaththehollowcoreslabs

(Figure7-2).AVshapewasformedalongthelongsideoftwoadjacenthollow

coreslabs,anditwasfilledwithgrout.Theconcretetoppingwascastdirectlyon

topofthepanelsintheparkingarea.Itwasdesignedtoincreasethecapacity

ofthehollowcoreslabsandtofunctionasapartofthewaterproofingsystem.The

75–100mm(3–4in.)varieddepthwasintendedtocreateaslopingsurfacetodrain

thewater.Threeexpansionjointstoaccommodatethermalexpansionandcontrac-

tionwerecreatedinthebuilding.

Thesuddencollapseoccurredatasteelframeconnectionbetweenabeamand

acolumn,whichwasheavilycorrodedbysaltyslushduetorainwaterleaking

throughthefailedwaterproofingoftheparkingdeckfordecades(Figures7-3and

7-4).Twopeoplewerekilledand19wereinjuredinthisheartbreakingincident.
