Abstract

Naturaldisastersareinevitable,buthumanitarianandeconomiclossesaredeterminedlargelyby

policypreferencesandinstitutionalunderpinningsthatshapethequalityofpublicinfrastructure

(includingemergencyresponsesandhealthcareservices)andgovernbusinesspracticesandthe

adherencetobuildingcodes.Inthispaper,weempiricallyinvestigatewhethercorruption

increasesthelossofhumanlivescausedbynaturaldisasters,usingalargepanelof135

countriesduringtheperiod1980–2020.Theeconometricanalysisprovidesconvincingevidence

thatcorruptionincreasesthenumberofdisaster-relateddeaths,aftercontrollingforeconomic,

demographic,healthcareandinstitutionalfactors.Thatis,thehigherthelevelofcorruptionina

givencountry,thegreaterthenumberoffatalitiesasashareofpopulationduetonatural

disasters.Ourresultsshowthatthedevastatingimpactofcorruptiononlossofhumanlives

causedbyna
