Embankmentdamsareimportantandcostlycivilengineeringstructuresthatprovideanessentialinfrastructure

forthemanagementofwater.Oneofthecriticalaspectsofdamdesignistheysisofstabilityandsafetyofthe

earthstructureundervariousoperatingandenvironmentalconditions.Traditionally,adeterministicapproachisused

forsuchysis.However,thedeterminationofvariablessuchassoilstrengthparameters,porepressureandother

pertinentpropertiesinvolvesuncertainties,whichcannotbehandledinthetraditionaldeterministicmethods.Itis,

therefore,highlydesirabletodevelopareliabilitybasedytical/numericalmethodologyforstabilityysisof

damstakingintoaccounttheseuncertainties.Reliabilityandprobabilitytheoriesaredevelopedinthispaperfor

assessingthereliabilityindexandthecorrespondingprobabilityoffailureofmulti-layeredembankmentdamsand

slopes.Twodeﬁnitionswereusedtocalculatethereliabilityindex(i.e.thenormaldistributionandthelog–normal

distribution).ThecomputerprogramwasdevelopedandvalidatedbytheCongressStreetopencutfailure
