Abstract

Howprevalentareemptymilesinfreighttruckingmar-kets,andwhataretheeconomicfrictionsthatcontributetoemptymiles?Thisstudycollectedestimatesofemptytrips,emptymiles,andbackhaulprobabilitiesfromtheeco-nomicsandtransportationliterature,covering40yearsand27countries.Ameta-analysisprovidesanaverageemptymileshareof29percent,withsignificantvariationacross

settings.High-incomecountriestendtohavelowersharesofemptymilesthanlow-andmiddle-incomecountries.Thisstudyreviewsempiricalevidencebehindthreepotentialmechanismsbehindemptytrips,geographicimbalancesinfreightdemand,searchandmatchingfrictions,andregula-torybarriers,anddevelopsastylizedmodeltocapturethesesourcesandevaluatepotentialpolicies.
