总承包商视角下EPC项目成本风险管理研究
摘要：设计-采购-施工（EPC）工程总承包模式因其优点正在大力推广应用中。本文选取X项目为研究对象，因为具有投资大、工期紧、专业多、单体多、设计复杂以及设计和施工等多专业协调需求等特点，也同样采用EPC工程总承包模式。但是，相比传统承包模式给总承包商带来更多风险的压力，特别是成本风险，严重影响了总承包商的经济效益和积极性，不利于EPC工程总承包模式的进一步推广和发展。对于采用EPC模式的X项目工程总承包项目，因其投资大、工期紧、设计复杂等特点，其成本风险问题更是总承包商需要面临的问题。本论文围绕X项目，以总承包商的视角，对成本风险管理进行了研究，包括X项目的成本风险因素的识别、成本风险的评估以及成本风险的应对措施。从而加强总承包商的成本风险管理能力，提升总承包企业在X项目建设中的市场竞争力，从而促进X项目的高质量建设。

Abstract：Design-procurement-construction(EPC)projectgeneralcontractingmodeisbeingvigorouslypromotedandappliedbecauseofitsadvantages.Xprojectisselectedastheresearchobject,becauseithasthecharacteristicsoflargeinvestment,tightconstructionperiod,manyspecialties,manysingleunits,complexdesign,andmulti-professionalcoordinationrequirementssuchasdesignandconstruction,andalsoadoptsEPCprojectgeneralcontractingmode.However,comparedwiththetraditionalcontractingmode,itbringsmoreriskpressuretothegeneralcontractor,especiallythecostrisk,whichseriouslyaffectstheeconomicbenefitandenthusiasmofthegeneralcontractor,andisnotconducivetothefurtherpromotionanddevelopmentoftheEPCprojectgeneralcontractingmode.ForthegeneralcontractingprojectofXprojectusingEPCmode,duetothecharacteristicsoflargeinvestment,tightconstructionlimitandcomplexdesign,thecostriskisfacedforthegeneralcontractor.Thispaperfocusesonthecostriskmanagementfromtheperspectiveofthegeneralcontractor,includingtheidentificationofcostriskfactorsofXproject,theassessmentofcostriskandthecountermeasuresofcostrisk.Thus,strengthenthecostandriskmanagementabilityofthegeneralcontractor,enhancethemarketcompetitivenessofthegeneralcontractingenterprisesintheconstructionofXproject,soastopromotethehigh-qualityconstructionofXproject.
