Anewanalysisoffederalmoneythatpublicschoolsreceivefor
low-incomestudentsshowsthatarecordnumberofthenation’sschool
districtswillreceivelessinthecomingacademicyearthantheydidfor
theonejustended.
Forthe2005-2006schoolyear,spendingundertheDepartmentof
Education’sTitleIprogram,whichhelpslow-achievingchildrenin
high-povertyareas,isincreasingby3.2percent,to$12.6billion.But
becauseofpopulationshifts,growingnumbersofpoorchildren,newer
censusdataandcomplexformulasthatdeterminehowthemoneyis
divided,morethantwo-thirdsofthedistricts,or8,843,willnotreceive
asmuchfinancingasbefore.
Theanalysis,basedondatafromthedepartment,wasmadebythe
CenteronEducationPolicy,agroupadvocatingforpublicschools.A
similarstudybythegrouplastyearshowedthat55percentofthe
schoolswouldreceivelessmoneythantheydidinthepreviousyear.
“Itsanalarmingnumber,”saidTomFagan,aformerdepartment
officialwhoconductedtheanalysis.“It’sclearthattheamountof
overallincreaseisnotkeepingpacewiththenumberofpoorkids.”
SusanAspey,adepartmentspokeswoman,defendedthespending
levelsforTitleI,saying,“PresidentBushandCongresshaveinvested
recordamountsoffundingtohelpthenation’sneedieststudents.”
