摘要：在国际海洋石油工程领域，工程船舶海上施工普遍采用总监负责制，即工程船舶总监制。国内企业在实施国际化

总监制时仍面临一些挑战，文章着眼于海洋工程船舶施工基层管理，以海洋石油工程股份有限公司(简称“海油工程”)

为例，通过与国际行业工程船舶总监制发展现状的对比，阐述目前本企业在此方面的不足。结合企业实践和国际需求，

深入分析原因，并探讨总监制的发展对策。

Abstract:Inthef ieldofinternationaloffshoreoilengineering,thesuperintendentresponsibilitysystemisgenerallyadoptedinoffshore

constructionofengineeringships,thatis,thesuperintendentresponsibilitysystem.Domesticenterprisesstillfacesomechallenges

inimplementinganinternationalizedchiefengineersystem.Thispaperfocusesonthebasicmanagementofoffshoreengineering

shipconstruction,takingChinaOffshoreOilEngineeringCo.,Ltd.(hereinafterreferredtoas“COOEC”)asanexample.Throughthe

comparisonwiththedevelopmentstatusofthesuperintendentresponsibilitysystemofengineeringshipsintheinternationalindustry,

theshortcomingsoftheenterpriseinthisaspectareexpounded.Combinedwiththepracticeofenterprisesandinternationalneeds,

in-depthanalysisofthereasons,andexplorethedevelopmentcountermeasuresofsuperintendentresponsibilitysystem.
