社区居家养老服务中的基层政府履职：问题与对策选择

以宁波鄞州区为例的分析

摘要：随着人口老龄化的持续加剧，如何推动养老模式的变革与创新成为当前民生治理的重点和热点问题。可以宁波市

鄞州区为例，从福利多元治理理论和公共治理理论的视角出发，考察社区居家养老服务中基层政府履职现状和成效，从

制度体系建设、监督考评机制、社会力量参与、专业化服务等维度厘清基层政府履职中存在的主要问题。最后，运用“四

化”驱动框架（制度化、标准化、多元化和专业化)提出相应的对策选择，籍以强化社区居家养老服务中基层政府的职能履

行，全力推动社区居家养老服务健康有序的发展。

Abstract:Withthecontinuousintensificationofpopulationaging,howtopromotethetransformationandinnova-

tionofelderlycaremodelshasbecomeakeyandhotissueincurrentlivelihoodgovernance.TakingYinzhouDis-
