Abstract：Numberofsmallandmedium-sizedenterpriseisourcountryenterprisehasthemost,isthemostinnovativespiritandvitality,theyvigorouslypromotedthedevelopmentofsocialeconomyinourcountry,atthesametime,theyalsoprovidealargenumberofemploymentopportunities,fortheconstructionofaharmonioussocietyprovidespowerfulhelp,everyyearthesesmallandmedium-sizedenterpriseswillbringvastamountsoftaxrevenuestothecountry.Statisticsshowthatattheendof2018,Chinassmallandmedium-sizedenterpriseshavemorethan3000,andindividualindustrialandcommercialhouseholdsmorethan7000households,nationaltaxbymorethanhalfofthesesmallandmedium-sizedenterprises,individualbusinesses,thecontributionofitsgrossdomesticproductreached60%ofGDPinourcountry,therearemorethanseventypercentofthetechnicalinnovationalsofromthem,andtherearemorethan80%laborjobsareprovidedbythem.Nowadays,thestateispayingmoreandmoreattentiontosmallandmedium-sizedenterprises,andhasformulatedandimplementedalotofsupportingpolicies.

However,smallandmedium-sizedenterprisedevelopmentpresentsituationisworrying,graduallyexposedallsortsofproblemsrelatedtotheinternalcontrol,systemisnotperfect,evennosystem,causedbysmallandmedium-sizedenterprisework,wasteisserious,enterpriseinternalmanagementresponsibility,responsibilitytosuchproblemsasinsufficient,variousdefectsexistinginthesmallandmedium-sizedenterpriseinternalcontrolseriouslyhinderthedevelopmentofsmallandmedium-sizedenterprises.
