Abstract:Thebasicanduniversalcornerstonesofgoodgovernancearequalityofservice,

quickresponsemechanismsandaboveallaccountableandtransparentprocessmechanism.

Thefirstgeneratione-governanceinitiativesresultedincomputerizationofthelegacy

systems/practicesingovernmentwithlimitedabilitytointernalizetheadvancesininformation

andcommunicationtechnologies(ICT).Theparadigmshiftfrome-governancetom-

governance(whichleveragestheconvergenceofmobileandcommunicationtechnologies)
