TheMajorHazardInstallationRegulations(MHIRegulations)werefirstpromuledin

GovernmentGazetteNo.18608asGovernmentNoticeNo.R.96of16January1998.

AttherequestoftheindustrytheRegulationswerereviewedandpromuledasecond

timeinGovernmentGazetteNo.22506asGovernmentNoticeNo.R.692of30July2001.

ThefirstRegulationwasrepealedinGovernmentGazetteNo.22580asGovernment

NoticeNo.767of24August2001.

Thepurposeofthisdocumentistogiveanexnationtotheuserofwhattheintentionof

theauthorwaswiththeRegulations.Itisimportanttorememberthatthisdocumentis

onlytheopinionoftheauthorandthatonlyaCourtofLawcangiveanabsoluterulingon

legislation.

ThebigdifferenceweentheseRegulationsandotherRegulationsintermsofthe

OccupationalHealthandSafetyAct,1993,isthattheseRegulationsdonotonlyaddresses

thehealthandsafetyoftheemployerandworkersbutalsothatofthegeneralpublic.

ThisisclearlyindicatedinSection43(1)(c)oftheOccupationalHealthandSafetyAct.
