AgencyusingtheYellowCardScheme.

Localcommissionersandprovidersofhealthcarehavearesponsibilitytoenablethe

guidelinetobeappliedwhenindividualprofessionalsandpeopleusingserviceswishto

useit.Theyshoulddosointhecontextoflocalandnationalprioritiesforfundingand

developingservices,andinlightoftheirdutiestohavedueregardtotheneedtoeliminate

unlawfuldiscrimination,toadvanceequalityofopportunityandtoreducehealth

inequalities.Nothinginthisguidelineshouldbeinterpretedinawaythatwouldbe

inconsistentwithcomplyingwiththoseduties.

Commissionersandprovidershavearesponsibilitytopromoteanenvironmentally

sustainablehealthandcaresystemandshouldassessandreducetheenvironmental

impactofimplementingNICErecommendationswhereverpossible.
