ABSTRACT:Climatechangeismacro-criticaltoAndorra:with(mostlywinter)tourismaccountingforonethird
ofitseconomy,Andorraisdirectlyexposedtoclimatechange—shorterwinterseasons,decliningsnowfalls,
highercostsfromartificialsnowmakingareallnegativelyaffectingtheeconomy’smainbusiness.Becauseof
itshigheraltitude,Andorraismoreresilientthanotherwintertourismlocationsintheregionandshouldusethis
windowofopportunitytoenactneededpolicies.Theauthorities’climatechangestrategy—withambitious
goals—isfocusedonmitigation.UsingtheClimatePolicyAssessmentTool(CPAT),thispaperanalyzesthe
feasibilityofachievingthedecarbonizationobjectiveunder
