DevelopednationssuchasAustralia,theUnitedStates,Canada,andEuropeancountriesareessentiallyclimate“free-riders”:causingthemajorityoftheproblemsthroughhighgreenhousegasemissions,whilepayingfewofthecostssuchasclimatechangesimpactonfoodandwater.Inotherwords,afewcountriesarebenefitingenormouslyfromtheconsumptionoffossilfuels,whileatthesametimecontributingdisproportionatelytotheglobalburdenofclimatechange.

Ontheotherhand,therearemany“forcedriders”,whoaresufferingfromtheclimatechangeimpactsdespitehavingscarcelycontributedtotheproblem.Manyoftheworld’smostclimate-vulnerablecountries,themajorityofwhichareAfricanorsmallislandstates,produceaverysmallquantityofemissions.Thisismuchlikeanon-smokergettingcancerfromsecond-handsmoke,whiletheheavysmokerisfortunateenoughtosmokeingoodhealth.

TheParisagreementhasbeenwidelyconsideredasapositivestepforwardinaddressingclimatechangeforall,althoughthedetailsonaddressing“climatejustice”canbebestdescribedasincomplete.

Thegoalofkeepingglobaltemperaturerise“wellbelow”2℃deservestobepraisedbuttheemissionsreductionpromisessubmittedbycountriesleadinguptotheParistalksareveryunlikelytodeliveronthis.
