Executivesummary

Measuringsustainablewell-being–orthemultipleoutcomesthatmatterforpeople,theplanet,andfuturegenerations–isincreasinglyrecognisedasamorecomprehensiveandmorerepresentativewaytoassesssocietalprogress,complementingmoretraditionalmacro-economicmeasuresofacountry’sdevelopment,suchasGrossDomesticProduct(GDP).MeasuringsocietalprogressBeyondGDPhasbeenthesubjectofarichanddecades-longbodyofworkundertakenatnational,regional,andinternationallevels,withmajorinternationalindicatordashboardsincludingtheOECDWell-beingFramework,theGlobalIndicatorFrameworkunderpinningtheSustainableDevelopmentGoals(SDGs)andEurostat’sQualityofLifeInitiative.Mostrecently,in2025,theUnitedNations(UN)Secretary-GeneralestablishedaHigh-LevelExpertGroup(HLEG)onBeyondGDPtoproviderecommendationsonmeasuresofprogressthatcomplement,orgobeyond,GDP,andtheUnitedNationsEconomicCommissionforEurope(UNECE)publishedGuidelinesonMeasurementofWell-being.

Well-beingapproachesareincreasinglyusedbygovernmentstoinformpolicyprocesses,suchasbudgeting,policyappraisalandevaluationtoolsandgovernmentperformancemanagementframeworks.A‘well-beinglens’canalsostrengthenwhole-of-governmentcoordinationonsustainabledevelopmentandbringnewinsightintocross-sectoralpolicychallenges,bymakinginterlinkagesandtrade-offsacrossmultiplepolicyareasmoreexplicit,therebysupportingmorecoherentandintegrateddecision-making.
