SA-3)mobileair-defensesystem,takeninJulybyacoalitionaircraftduringasortiein

supportofOperationSouthernWatch.Carefulexaminationofthepicturerevealsthat

thesystemismostlikelyamodernizedPechora-2M.Itisnotknown,though,howIraq

managedtogettheupgradesinthefaceofthecurrentUNarmsembargo.

SuchamodernizationofthePechoraisofferedbytheDefenceSystemsInterstate

FinancialandIndustrialGroup(IFIG),aconsortiumofRussianandBelarusiandefense

companies.OntheRussianside,theFakelEngineeringDesignBureau,MoscowResearch

InstituteofInstrumentAutomatics,andObukhovskyStatentareinvolved(allpartsof

formerAlmaz),whileMinskWheeledTractorntandAlevkurpResearchand

ProductionEnterpriseform(amongothers)theconsortiumfromBelarusianside.The

consortium,formedin2000,offersamodernizationofthepopularS-125M

Neva/Pechorasurface-to-air-missile(SAM)system,byintroducingsomeS-300PMU(SA-

10)technologytotheolderSA-3.TheideawastomaintainS-125systemsalongsidethe

newS-300PMsystemsinRussianair-defenseunitsby“digitizing”theS-125Msystemto

makeitmorecompatiblewiththeS-300PM.However,S-125Mshavebeenwithdrawn

fromRussianservice,andthecurrentmodernizationofferingisaimedatexport

customers.

Themodernizationeffortswereaimedatincreasingthesystem’slethality,reliability,

andsurvivability.Thefirsttwogoalswereachievedbyintroducingsolid-state,digital

technologytorecevacuum-tube-based,analogcomponents;modifyingthemissile;

addingathermal-trackingchannel(probablyasanoption);andautomatingthe

engagementprocess.Survivabilityhasbeenenhancedbymountingthewholesystem

onaself-propelledchassis,reducingthedeploymenttimefrommorethan90minutes
