The income gaps among citizens keep going up, the key problem is: large gaps of total income, large gaps between city and countryside, between different areas, between different vocations. And the gaps between different types of enterprise are being enlarged. The distribution relations in different enterprise are not in a proper standard, the income from out of salary and even the illegal income exist widely. To solve these problems, deal with the distribution relation, construct the harmonious society, it is necessary to take different measures such as: adjust the relation between fund and consume, adjust the too high incomes, cancel the illegal incomes, perfect the tax system, adjust the finance payout system, treat with the relations between the different level government finance, build health society guarantee system, enlarge the number of middle level income citizens, carry out the scientific develop view, construct the monitor and restrict system of income distribution. Meanwhile, deepen the research of socialism distribution theorem, clear out the kinds of mistiness view, comprehend the relation between labor value theorem and distribution theorem, between distribute with capital and eliminate the exploitation, between justice and efficiency.
