All of the problems are indications of human resource crises. On the basis of this analysis , the model of forewarning management system of human resource is proposed. The forewarning index system is constructed including human resource organization , development and management. The countermeasures of forewarning management against human resource crises are discussed. The study is to promote the realization of effective function and efficient operation of the human resource management system in enterprises. Key words : enterprises ; human resource
