2 广西水产科技 秦皇岛贝类产业发展状况调研报告① 刘文超 曾昭春 张润清 李辉 （河北农业大学 河北保定 071000） 【摘 要】秦皇岛是全国知名的扇贝养殖基地，贝类产业是秦皇岛市农业的主导产业 之一。本次对秦皇岛贝类产业的调研，从微观的角度，考察了养殖、加工、销售、技术 服务机构的经营状况；从中观的角度，考察了产业化经营组织，即养、加、销之间的利 益联结机制；从宏观的角度，考察了各级政府对贝类产业发展提供的政策支撑及其效果。 调研发现，秦皇岛贝类产业在发展规模、产业集群、出口营销、政策支撑方面具有突出 优势，但也存在政府监管不到位、人才匮乏、产品层次低、产业链发展不协调等问题。 针对秦皇岛市贝类产业发展存在的问题，提出了对策建议。 【关键词】秦皇岛 贝类产业 养殖与加工 政策 Investigation Report on Qinhuangdao Shellfish Industry Development Liu Wenchao, Zeng Zhaochun, Zhang Runqing, Li Hui (Agricultural University of Hebei, Baoding, Hebei 071000) Abstract: Qinhuangdao is a well- known breeding base of scallops; shellfish industry is the leading agricultural industry in Qinhuangdao. This research on Qinhuangdao ’s shellfish industry, from microcosmic point of view, studies the breeding, processing, marketing, technical service organizations ’ operating condition; from the angle of medium, studies the industrial management organization, such as profit coupling mechanism among breeding, processing and marketing; from macro perspective, investigates the policy support and its effects to shellfish industry offered by governments at all levels. The research finds that, Qinhuangdao ’ s shellfish industry has outstanding advantages in development scale, industrial colony, export marketing and policy support, also face problems, such as missing government regulation, lack of personnel, low product level, uncoordinated development in industry chain, etc. Aiming at problems in Qinhuangdao shellfish industry, this report proposes countermeasures and suggestions.
