摘 要 产业共性技术处于竞争前阶段，作为未来能够在多个行业或领域广泛应用，其应用和扩散能够对一个或多个行业及企业产生深刻影响，越来越受到重视。由于我国对外开放很晚且技术滞后，政府在共性技术这一面并没有丰富的经验，宏观科技管理体制还没有真正的建立起来，或者说建立的不完善。这样就带来一系列的问题，最终导致资源的利用率很低。 本文从共性技术及其相关概念、特征、分类等基本理论着手，通过阅读大量的相关文献掌握共性技术的研究现状，从而确定本论文的研究思路和研究方法。再往深处研究，评价我国政府的共性技术宏观科技管理体制，找出存在的问题，从发现的问题为突破口，作出相关政策和管理体制上的改善。经研究，我国共性技术管理体制在以下三方面存在问题：课题的选择、研发过程中、及研发成果的应用。政府可以在以上三方面问题上进行相关调整。具体内容详见论文的第四、五章。 政府在制定政策和改善管理体制时，可以借鉴西方、日本等发达国家的经验，不能完全的复制，必须结合我国实际，找出不符合我国国情、法律的内容，出台相关政策和措施。这样，才能从真正意义上弥补我国共性技术宏观科技管理体制上的不足。 关键字：共性技术；宏观科技管理；政府；研发. Abstract Industrial generic technology is in the pre-competitive stage, as the future to more widely used in industry or field, its application and diffusion can have a profound impact on one or more industries and companies, geted more and more attention. In this paper, generic technology and related concepts, characteristics, basic theories of classification, by reading a lot of generic technology to master the literature research status of research of this paper to determined the ideas and research methods. The depth of re-evaluation of generic technology of the Governments macro-technology management system, identify problems, issues from the discovery as a breakthrough to make the relevant policy and management of institutional improvement. After study, the management system of generic technology problems in three areas: the choice of topic, the team development process, and the application of R D results.
