摘 要 由于我国经济快速发展，城市化、机动化有了很大进展，城市人口不断增多、汽车不断增加，致使城市交通问题日益突出，并具有以下特性：首先，交通拥堵发展迅猛，不到十年的时间内城市交通从很少有机动车到拥堵开始出现，几乎所有的大城市交通拥堵尤为严重，如北京、上海、广州等，甚至超过了西方发达城市；其次，发生交通拥堵的城市迅速蔓延，至 2010 年末城市交通拥堵的浪潮已涌进了二三线城市，更有向中等城市蔓延的趋势；最后，城市交通拥堵会进一步加剧，因为我国是一个欠发达国家，机动交通普及率很低，机动交通需求潜力巨大。由此可见，我国城市交通供应与需求的矛盾在今后的数年中比任何国家都更加突出，解决城市交通拥堵问题将会非常艰难，我国开展城市交通问题研究，具有非常重要的现实意义与巨大的学术价值。本文阐述了本课题的研究背景、国外交通拥堵发展的历史情况以及我国近几年交通拥堵情况，论述了交通拥堵与社会、经济、文化发展的关系，指出了我国城市交通管理存在的问题；提出并论证了解决城市交通拥堵的方法与措施。关键词：城市交通拥堵；机动交通；城市交通管理 Research on the countermeasures of the present situation of China urban traffic congestion management ABSTRACT As the growth of development of economy urbanization and motorization inChina the population of urban and the number of vehicle are increasing. Thosecause urban transportation problems which have become increasingly prominent.And the problems have the following characteristics：Firstly traffic congestion isdeveloping rapidly. Ten years ago very few motor vehicles have been in urban inthe beginning. But now urban traffic congestion has emerged into almost cities ofChina especially Beijing Shanghai Guangzhou and others which is even morethan the western developed cities. Secondly the urban traffic congestion spreadsquicklywhich has been poured into the second and third tier cities in the end of2010. Finally urban traffic congestion will further serious. Beauces China is aless-developed country and mobile traffic penetration is very low. Besides thedemand of motor traffic is enormous and there is very large room in transportation.It follows that the contradiction between supply and demand of urbantransportation in China is more prominent than any other countries.Therefore It isvery difficult to resolve the problems. So it is far-reaching academic value andrealistic meaning.
