歐洲國家高等教育國際化與國際學生招募概況之比較與省思 歐洲國家高等教育國際化與國際學生招募概況之 比較與省思 楊靜子1 摘 要 本研究主要藉由到荷蘭參訪的機會，搜尋歐洲國家之國際化政策、大學評鑑 等報告書以及相關文獻資料，探討英國、德國、荷蘭、奧地利等四國之國際化政 策與概況，藉由不同國家大小、以及英語系與非英語系國家之別，了解不同國家 國際化的推展、國際學生招募的現況、國際學生招募的核心策略以及國際學生招 募之優勢以及困境等。本文最後運用比較研究法，將以上四國並列與比較，探討 高等教育國際化與國際學生招募將面對的未來與挑戰，包括：國家政策制定與引 導之重要性；打造頂尖大學、強調品質保證為主要策略；國際化之「區域化」分 布漸明顯，發展領域特色是小國國際化的機會等， 以供高等教育階段在推動國際 化上之省思與參考。 關鍵字：高等教育國際化、國際學生招募、歐洲國家 1 國立臺南大學教育經營與管理研究所博士 1 國立臺南大學特殊教育系兼任教師 1 臺南市國小教師 3 –1 第七屆臺灣學者暨博士生教育經營與管理學術研討會 The Comparison and Reflection of Internationalization of Higher Education and International student recruitment in European Countries Ching-Tzu Yang Abstract By means of visiting the Netherlands and collecting the relevant literature in European countries, this study is to explore and compare the policies of Internationalization of higher education and the current situations of international student recruitment in England, German, the Netherlands and Austria. This research indicates the development of Internationalization of higher education and the key figures, core strategies and the merits and barriers of international student recruitment. The reasons of selecting the above four countries for this study is to compare the possible differences of Internationalization resulting from country size and language.
