关税减让对我国农产品进出口的影响.doc

内 容 摘 要 关税减让是对特定的受惠国给予优惠待遇，使用的税率低于普通税率WTO后，关税减让协议的逐步实行对我国进出口贸易产生了极大影响。特别是近年来中国东盟贸易区的建立过程，中国的关税减让政策对世界各国都有着极大的影响。关税减让不仅对我国农产品贸易产生影响，对我国农产品的进出口贸易结构业产生一定的影响。我国作为一个农业大国，对农产品的研究是个永远停不下来的脚步，本文首先对我国农产品贸易出口的现状进行描述，而引进关税减让政策对我国农产品贸易和农产品贸易结构的影响，再针对不同的农产品类型进行分析关税减让对其不同的影响程度。关税减让确实促进了我国农产品进出口贸易的发展，但同时也会引起我国农产品进出口结构发生变化，针对这个问题文章最后提出了一些有关关税减让的政策性措施。 关键词：关税减让、关税优惠、农产品进出口、零关税、影响 ABSTRACT Tariff reduction is to give special countries preferential treatment, the rate to who below the average level, which is also named tariff preferential. Since 2001 year china’s joining the WTO, the tariff reduction agreement take gradual effect in the import and export trade. Tariff cuts in farm not only influence the China agricultural import and export, but also influence the structure of agricultural import and export. As a great agricultural Country, China should never stop to study about the agriculture. This article shows the current state of developments of our Country’s agriculture in the first part, then introduces how the tariff concession affect the agriculture’s imports and exports and how it make the structure of import and export change. It is true that tariff concession improved the development of our agriculture’s export and import; it also causes some changes in the structure of import and export. To solve these questions, in the fourth part, the article give some policies and measures supplement to optimize the Chinese imports structure. Finally the paper offers some policy measures about the tariff reduction.
