摘 要 本文旨在明确目前我国高校图书馆数字资源利用中存在的主要权益问题及 其特点，并力求建立完善有效的权益保障体系，以平衡数字资源利用中的各方利 益，发挥各权益主体的积极性和创造性，实现数字资源的最大共享和充分利用， 强有力的保证高校教学和科研活动的高质量、高水平顺利进行。 文章首先文献调研国内外对高校图书馆数字资源利用中的权益保护问题的 研究现状，分析其成果和不足；其次分析高校图书馆数字资源利用中的相关主体， 以及他们在数字资源利用中所涉及的权责和利益，并解读高校图书馆数字资源利 用中权益保护问题的内涵和特点；接着通过对高校图书馆数字资源利用途径、方 法和具体表现的分析，明确权益保护问题的成因和根源，探析高校图书馆数字资 源利用中权益保护的影响因素，并据此提出高校图书馆数字资源利用中权益保护 的基本原则；然后对高校图书馆数字资源权益的保障体系进行探讨，提出外部保 障和内部保障两大块，前者包括法律、制度、伦理和文化等，后者含人力资源、 数字资源、技术技能和管理机制等；最后对 BALIS 及其成员馆的数字资源利用 中权益保护实际进行案例研究，据此验证和修正本课题研究的特点和不足。 关键词：高校图书馆； 数字信息服务； 数字资源利用； 权益保护 I Abstract Based on the analysis on the main problems about rights and interests, as well as its characteristics, in digital information utilization of college libraries in China, this research aims to establish a sound and effective security system in order to balance the interests of all partners in the utilizing of digital resources, to inspire every subject of rights and interests to be active and creative, and to achieve a maximum sharing of digital resources and make full use of them, which will provide a powerful guarantee for higher-quality and higher-level university teaching and research activities.
