广东省安全生产风险监测应急预警系统研究 [摘 要] 企业的安全生产事故管理，是应急管理的一项十分重要的部分。应急管理的目标，是达到自然灾害、事故灾害、公共卫生、群体性事件四个方面危机的有效控制，防止这几类事故的发生。在我国颁布了《安全生产法》，并把“安全第一、预防为主”作为企业运作经营的基本方针以后，企业需要在安全和经营效率两者当中把安全放在首要位置。相对于针对事故发生后的应急处置行为，安全生产预警系统的构建使企业对安全事故的预防更具有前瞻性，并能把事故对企业正常营运的影响降至最低。广东省作为中国的经济强省，工商业发达。但大多数企业对安全生产应急管理了解不深，有的企业可能拥有一套应对突发事件的方案，但并没有一套完善的事故预警系统。要确立国家规定的“预防为主”原则，按照科学的、系统的思想，按照事故发生的特点规律，预防事故的方式，消灭事故于萌芽阶段。 本文在第一部分首先分析广东企业安全生产总体状况，继而了解广东省的企业安全生产预警系统的总体构建状况，包括明确构建系统的目的，并粗略介绍预警系统依附的应急管理平台。在第三部分，笔者从宏观上描述了通用于各种企业的预警系统的具体构建方法，并从原理、特性、功能上对其分析。最后构想出企业的应急功能组织架构并对预警系统的运作方式提出建议。 [关键词] 安全生产 预警系统 应急管理 The Research of Early Warning System in Guangdong Production Enterprise Abstract： As a vital part of emergency management, safety management is attached attention to numerous enterprises. The goal of emergency management is to greatly control the risk of disaster from natural， public health，accidents and mass disturbance. After issuing a law called safety in production and making safety first, prevention first as a priority policy, China weigh the importance of safety after hesitating between profit and life. Creating an early warning system for safety management can make the prevention of accidents more foreseeability and lower the affection to the normal move of an enterprise. Many Guangdong enterprises, which are not familiar with the procedure of safety management, should owe an early warning system rather than just form a contingency plan. The first part of my essay is order to create an overview of safety management in Guangdong and after that， the general situation of early warning system in Guangdong enterprise is discussed, including the purpose of creating EWS and emergence management platform which EWS should rely on. In the third part, the author is will describe the process of creating a EWC concretely and analysis from its principal, character and function. By the end, some advices for the construction and operation will be made to enterprise. Keywords： Early warning syste
