“省直管县”的安徽实践：背景、现状与效果评价 摘 要 2009 年中央一号文件中，“省管县”成为关注焦点。2002 年以来，多个省 份在财政体制等方面实行了“省直管县”，目标直指“市管县”体制。当前中国 的五级行政层级，效率低下，成本高昂。随着市场经济体制的日益完善，减少 行政层级是大势所趋；从经济管理和社会管理层面构建“省直管县”体制将是 未来几年我国行政体制改革的主旋律。安徽是中部地区省份，实施“省直管县” 体制改革，对于全国而言具有试点和示范意义。安徽当前已有 57 个县实现了“省 直管县”的财政体制改革，30 个县开始尝试“扩权强县”改革试点。 在全国改革的大背景下，本文对安徽省实施“省直管县”体制改革的原因、 步骤及效果进行分析总结，借鉴其他省份的改革模式以及国外的改革经验，进 一步提出对解决当前问题的政策建议。 关键词：省直管县；财政体制；行政体制改革；市管县；安徽 1 “省直管县”的安徽实践：背景、现状与效果评价 Abstract In the No.1 Central Document of Year 2009 ， Province’s Direct Administration Over County has become the focus. Since 2002，several provinces has implemented the policy of Province’s Direct Administration Over County in the financial system and other aspects，aimed against the system of The local government’s administration over county. Chinas current system of five administrative levels，is inefficient and costly. As the market economy system has improved steadily，it is the general trend to reduce the administrative level ；in the aspects of economic management and social management ，it is the main theme of Chinas administrative system reform to establish the system of Province’s Direct Administration Over County in the next few years. As Anhui province is in central region ， the implementation of Province’s Direct Administration Over County ，is pilot and exemplary for the whole country. Currently there are 57 counties in Anhui to achieve a Province’s Direct Administration Over County financial system reform，30 counties to begin to try to expand the power of county reform. In the context of the national reforms ，this paper wants to analysis and summarize the causes，
