论 文 摘 要 成立于90年代初期的长征工业区，是上海著名的都市型工业园区，随着城 市化的快速推进，以都市型工业为主的长征工业区无论是在产业竞争力，还是在 外部形象方面，都面临着前所未有的挑战。加快园区产业结构调整和功能转型， 提升区域整体竞争力，已经势在必行、刻不容缓。 本选题对长征工业区的现状进行了描述，采用 SWOT 分析方法对长征工业园 区发展机遇、优势条件、内部困境、外部挑战分别进行了分析，提出长征工业区 应积极打造国际化、功能性、总部型的中小企业总部社区，形成一个二产与三产、 文化与创新、产业与生态、工作与休闲相协调的，集总部办公、商务服务、平台 支撑、综合配套为一体的——“上海国际中小企业总部社区”。 并在此基础上就 实现产业结构调整和功能转型中的功能定位、开发理念、模式与开发时序、推进 措施提出了对策分析和建议。 本选题在兼顾理论性的同时，更加注重实践性，文中提出的操作方法和建议 对具有相似禀赋和区位的工业区升级改造具有一定的借鉴意义。 关键词：中小企业；总部经济；中小企业总部社区 ABSTRACT Founded in the early 90s Shanghai Changzheng Industrial Park, the famous city of Shanghai-based Industrial Park, with the rapid progress of urbanization, an urban-based industrial-based Industrial Park, both in the industrial competitiveness, or in an external image, are facing unprecedented challenges.
