行业协会的反映诉求研究——以广东省R行业协会为例.pdfVIP

摘要 本文以行业协会的反映诉求为主题，以广东省R 行业协会为研究对象，主要从反映 诉求的四个方面即集体谈判、政策建议、决策咨询和代表行业内相关经济组织向政府提 出反倾销调查、反补贴调查、反倾销应诉、反垄断或其他保护申请措施来分析该协会在 反映诉求方面的现状，发现该协会在反映诉求方面存在反映诉求意识较为淡薄、反映诉 求内容较为单一、反映诉求方式较为单一以及反映诉求水平略显不足四个问题，而造成 这些问题的原因主要有三个：协会对反映诉求的认识不够、理解不深，协会缺乏在反映 诉求方面的专业知识和专业人才，协会在反映诉求方面的沟通机制不畅。然后本文从三 个角度即行业协会与政府的关系、行业协会与会员企业的关系以及行业协会自身的能力 建设来分析影响该协会反映诉求职能发挥的内在根源，期望通过此次研究能够帮助行业 协会和政府相关部门更清楚地认识反映诉求，并在今后开展相关工作时能较好地把握尺 度。 关键词：行业协会，反映诉求，政策建议，决策咨询 Ⅰ Abstract Based on the reflecting appeals from industry associations as the theme, and take the R industry association in Guangdong province as the research object, the paper analysis on the status quo about reflecting appeals of the R industry association, mainly from four aspects namely collective negotiation, policy, decision-making advice and representing economic organizations related to the industry raised anti-dumping investigations, countervailing investigation, anti-dumping litigation, antitrust or other protection application measures to the government. Then we found the reflecting appeals of the R industry associations existing four problems, such as: lack of strong consciousness about reflecting appeals, the field of reflecting appeals relatively narrow, the method of reflecting appeals relatively single and reflecting appeals level relatively low, the reasons of these problems are mainly three: insufficient understanding about reflecting appeals, lack of professional knowledge and the talent s in reflecting appeals, lake of unblocked communication mechanism. Then this paper analysis on the exert intrinsic root influencing of this association„s reflecting appeals from three aspects namely the relationship between the government and industry association, the relationship between industry association and its‟ member enterprises and the relationship between industry association and its‟
