香港网上银行监管研究 摘 要 由于互联网的不断普及和更完善迅速地发展，金融银行业也利用网络发展除传统银行 业务以外的新型电子化、智能化和系统化银行业务。这种新的银行经营方式极大地扩宽了 金融服务领域，提高了金融服务质量，降低了银行服务成本。网上银行在全世界得到了迅 猛的发展，特别是在中国香港这个国际金融中心各个银行都争先发展和完善网上银行业 务。本文通过对香港网上银行监管的方法进行分析研究，找到符合中国国情的成功经验籍 以借鉴。本文以银行监管理论知识为基础，中国大陆和香港网上银行发展和监管的现实情 况为前提，对比两地网上银行监管的异同，并分析出香港的可取之处。从政府法律监管和 金融风险监控的角度研究香港网上银行监管，分析中国大陆网上银行监管现状，提出中国 大陆的网上银行监管应不断求变以适应国际形势的发展，并且应学习香港对网上银行监管 的具体细致措施以改善中国大陆现有的笼统且有漏洞的监管政策的崭新观点。 关键词： 香港，网上银行，监管 I 香港网上银行监管研究 Abstract AAbbssttrraacctt As the Internet popularizing constantly and developing better and rapidly, banking in finance also profits from the Internet to explore the brand-new electronic, intellectualized and systematized banking operations besides the traditional ones. Such new banking management method infinitely expanded the service domains in finance, improved the quality of services in finance, and reduced the cost of banking services. Electronic banks has developed rapidly all over the world, especially in Hong Kong such an international financial center, variousbanksall trying to be the first of developing and consummating the electronic banking operations. This thesis mainly researches and analyzes on the problems of e-banking supervision in Hong Kong Special Administrative Region, and then finds out the successful experiences of supervisions methods on electronic banks in Hong Kong, to use those that are suitable for the situation of domestic China for references.
