承德县小城镇建设与县域经济发展研究_毕业论文.doc

摘要 小城镇是具有中国特色的城镇化道路的重要选择。建设和发展小城镇，不仅是我国城市化道路的重要途径，更是解决农业、农村、农民这一事关中国现代化建设根本问题的重大战略举措。小城镇建设不仅可以通过促进工业化、商品化而为农村实现小康提供物质基础，而且也可以推动农村精神文明建设，提高农民生活质量，从而推动农村小康的全面实现。 承德县地处冀北山区，是典型的山区城镇，受自然环境和经济发展水平的制约，经济和社会发展相对落后。我县的小城镇建设正处在加速发展时期。小城镇是城镇体系中层次最低，数量最大的群体，它处于城市之尾，农村之首，起到连接城市经济和农村经济桥梁的作用。它不仅可以通过减少农业人口，增加城镇人口的方式有效地解决工农两大产业间的利益失衡问题，还可以扩大农产品市场的空间范围，提高农民的相对和绝对收入水平。因此，加快农村小城镇建设对我县具有十分重要的意义。河北省委、省政府将实施城镇化战略列为全省经济发展的四大主体战略之一，明确提出了加快城乡建设，拉动区域经济增长，促进城乡统筹协调发展的战略任务。小城镇建设任重道远，需要努力付出的各层面还有很多很多。小城镇Abstract The small town is the road of urbanization with Chinese characteristics.
