At the same time, they supply convenient and immediate service to those who has information requirements to realize resource sharing and improve their working efficiency and save their cost. So, it is an inevitable trend for the development of the Network Information to change the traditional scattered method of issuing information. How to design and realize the system to issue the bulletin and the datum, and the status of the business requirement for the system are introduced in this paper. The system takes ASP technology as an important development web tool, and realizes the basic function, such as: file management, branch management, bulletin management, administrator management and message board management etc. At the same time, in order to enhance security, the system takes hierarchical management architecture.
