摘 要 在现行交通流量大幅增长的背景下，扇区容量随着交通量的增长达到了一个瓶颈，同时管制员的可接受容量用普通的空域规划方案已经不能满足我们的需要，于是超级扇区这一课题被越来越多的研究人员所关注。超级扇区的建设规划能使有效利用容量、改善空域结构，并且能使扇区内管制员各尽其责，保证飞行的安全以及效率。 文章首先从超级扇区的原理以及管制团队的配备进行分析，系统的阐述管制团队中每个管制员在管理系统中所担任的重要位置以及该位置所对应的责任区域，并且根据扇区空域的设计原理，对超级扇区的模型进行建设规划。其次，借助国外对超级扇区的模拟演示，来分析管制员对扇区的普遍看法以及对工作方法的研究。最后，分析超级扇区的优缺点，并依次提出可以改进的方面。文章的建设规划是一个新型的研究方向，是一种对空域规划研究的新思路，帮助人们摆脱老扇区思维的束缚，是一个值得借鉴的思考方向。 关键词：空中交通管理；超级扇区；规划 ABSTRACT With the sharp increase of the current traffic flow, the capacity of the sector has reached a bottleneck .The common airspace planning program for the acceptable capacity of controller is unable to meet our needs as well. So the research of super-sector is more and more paid attention by researchers. The construction plan of Supersector can make effective use capacity, and can improve the airspace structure, and can make every controller responsable for the flight to ensure safety and efficiency. Firstly,the thesis researches in the principle of super-sector and the controller of the team. And the role of each controller is analyzed in the air traffic management system and the responsability area of the each controller is studied. And a construct plan of the supersector is based on the design principle. Secondly, according to the demonstration of foreign research, it could be conclued that the controllers general view on the sector and the research of the working methods are approved. Finally the advantages and disadvantages of supersectors with the data have been analyzed in detail , as well as some factors have been proposed to improve the sector in turn.The construction planning of the supersector is a new type of research direction and a kind of new idea of airspace planning research, which could help to break away from old thinking bondage of sector planning.
