南京航空航天大学硕士学位论文 摘  要 随着全球化进程的加速,促进深层次的府际合作已成为我国各级政府的共识,但在实践中 却遇到许多难以回避的问题。这一困境也逐渐成为学术界关注的焦点,有学者从宏观的区域政 策进行解读,有的从府际合作的具体模式进行分析,极大的丰富了这一领域的研究。除了这两 个方面,作为对地方治理的掌门人——地方主政官员,对府际合作也有很重要的影响。笔者发 现,影响地方主政官员仕途晋升的“锦标赛体制”与府际合作困境有着微妙的联系。“锦标赛 体制”对晋升竞争的过度放大,致使部分热衷仕途的官员产生了“为晋升而发展”的权力观、 事业观、政绩观;而府际合作虽然可以获得收益,但也有可能由于政绩提升幅度较小,反而使 自身的政绩位次落后于他人。这就导致了这部分官员做出宁可抛却合作双赢的诱惑也要维持自 己在“官场”中排名的决策。府际合作也因此陷入重重困境。 笔者认为,要破解这一困境,首先就是要走出这种价值误区,重新秉承“公民本位”、“社 会本位”的价值理念,在科学发展观的统领下,以“服务型政府”理念为指导,引领地方治理 变革,通过党内民主、民众监督、科学的政绩考核体系和完善的合作保障机制,对地方主政官 员的“晋升冲动”进行系统地规制。由此,方能化解“锦标赛体制”的负面效应,促进府际合 作向纵深发展。 关键词:锦标赛体制,价值误区,服务型政府,治理之道 I “锦标赛体制”困惑与府际合作价值取向研究 Abstract With the rapid development of globalization, promoting more comprehensive cooperation has become the consensus of our local governments at all levels. But, it has met many unavoidable problems in practice. This situation has gradually become the focus of attention of the academia. Some scholars have analyzed it from macro-regional policy, and other scholars from the specific modes of intergovernmental cooperation. All of these efforts have greatly enriched the research in this area. Local government officials, as the leader of regions, have great significances to intergovernmental cooperation. The author finds that the Tournament System which has great effects on local government officials has subtle connection with the dilemma of intergovernmental cooperation. Tournament System intensifies officials`competition over promotion, and under such system, some officials developed a performance concept of development for promotion; officials may benefit from intergovernmental cooperation, but there is risk that officials lag behind others for smaller performance. In consideration of this dilemma, some officials would prefer maintaining themselves`ranking in official circles to possible benefits that inter-governmental cooperation may bring.Therefore, intergovernmental cooperation is beset with difficulties.
