History The Research of Huguang Area Military Logistics in the Sourth Song Dynasty  摘 要  摘  要  湖广总领所设立于南宋高宗绍兴十一年（1141 年），是南宋王朝为了制衡当地驻屯 大军，同时筹措供应大军军需而专门设立的理财机构。 湖广总领所有以总领官为首的官吏体系，确立了一套完善的机构运行机制和官吏任 免的体制。湖广总领所以供应军需为中心任务，还兼有监军的职能，同时为了达成供应 军需的目的，湖广总领所还不可避免的同所辖诸路州县的地方政府产生各种联系，因而 延伸出各种其他的职能。 湖广总领所自身有许多弊端，南宋中央政府虽然对此有所防范和稽查，却难以得到 有效的根治。 在战争当中，为了作战需要，往往需要地方军政权与财政权的统一，主持地方军事 事务的主官往往兼领湖广总领，且主官多由文官担任，战事过后军政权与财政权便行分 离，然而这项惯例却最终随着南宋王朝的行将落幕而不得不被打破。  关键词  南宋  湖广总领所  职能  军财合一  I Abstract Abstract The Department of Supply Army in the area of Huguang was established in Shaoxing 11th of Emperor Zhaogou in South Song Dynasty (AD 1141), which was used to restrict the local army and was a Department of Financial Institutions. There was a complete official system in this Department, which set a perfect operating system and official appointment standard. The most important duty of this Department was supply military expenditure. At the same time, it had another duty was to monitor the local army. For supply military expenditure, the Department had to contact with local government and press them to raise tax. Then, it had power to impeach the local officials. There also had many abuses in the Department. The Center Government of South song Dynasty had took preventive measures, but negative effect. For war needs, the power of military command and financial power needed to unify. The leader of military affairs used to be charge of the Department. But, after war, they were separated again.
