A wide range of requirements should be paid attention to in the design process, and design wants to be safe economy applicable, and investment estimate is considered comprehensively, and benefit analysis should be reasonable, and design of drainage structures should ensure that the dams can through the flood season on safety and so on. In this paper, some problems which should be paid attention to the planning and design of warping dams are discussed, and I propose some specific solutions. In the later warping dams construction process should highlight the role of science and technology support, through the scientific and technological progress to promote the system of warping dams to science and efficient, for the problems to be solved which is existing in planning, design, construction and management of the warping dams, we should strengthen basic applied research and technology demonstration promotion.
