中国社会保障的产权问题探析论文.doc

华 中 科 技 大 学 硕 士 学 位 论 文 　  摘  要  将产权方法应用于社会保障研究，是基于社会保障财产权利在社会保障经济关 系中居于重要的地位。本文基于新制度经济学的产权视角，从社会保障产权的界定 和性质入手，在总结了西方社会保障制度改革中的一些特点的基础上，结合中国社 会保障制度的实际国情，以社会保障制度中的社会保险和社会救助两个项目为例， 重点对我国社会保障项目的产权制度进行分析，并对社会保障基金的产权保护与监 管进行了研究。全文共分为四大部分：　 第一部分是导论部分，主要是对全文论述的主要内容进行背景分析，为后文的 写作做理论铺垫。　 第二部分是以养老社会保险为例，来分析中国社会保障的产权制度。这部分内 容主要围绕社会保险项目的产权制度构建和社会保险基金的产权保护与监管两方面 来论述，指出社会保障产权只有界定明晰并且有效率，才能实施严格的产权保护， 社会保障制度才有坚实的运行基础。　 第三部分针对两种特殊的社会保障的产权问题进行研究。一是运用资产社会政 策，建立以个人产权为特征的“个人发展账户”，和以“低保+ 能力建设+个人发展 账户”的社会救助完善模式，二是通过分析土地产权与失地农民的社会保障产权的 关系，来解决新时期我国失地农民的社会保障产权保护问题。 最后，文章指出了研究的基本结论和主要不足。　  关键词：社会保障  产权性质  产权明晰化  产权保护 　  I 华 中 科 技 大 学 硕 士 学 位 论 文 　 Abstract The way which applies property method to the study of social security is based on that property rights in the social security occupy an important position in economic relations. Based on the perspective of the property rights in New Institutional Economics, the author analyses the definition and the nature of social security property rights. The author taking social issuance and social assistance these two projects for example, focuses on the property rights institution for the social security project and the protection and regulatory of the property rights of social security funds, in summarizing some characteristics of western social security reform and relating the facts of China social security. The whole essay covers four parts: The first part is the summary of the whole essay, and it prepares for the successive writing. The second part taking social old age issuance for example, analyses the institution of China social security property rights. This section mainly talks about construction of the property rights institution for the social security project and the protection and regulatory of the property rights of social security funds.
