摘 要 清洁生产是管理环境的一种手段同时也是一种新的经济发展模式它与传统的经济发展模式不同。我国以往发展经济的模式注重粗放型增长方式，这使得环境污染已经达到饱和因此必须做出改变，走新型工业化道路发展清洁生产。发展清洁生产,就应该先制定完善的法律。但是如果政策不能落实，法律也是不能发挥作用的。 推行清洁生产要有制度上的创新，即环境经济激励制度。在实施环境管理法律规范时,应当将各项具体的环境管理制度与激励制度紧密结合,相互促进。环境经济激励制度是指在环境保护领域，利用经济杠杆对人们的环境行为进行调控的一系列法律规范的总称, 主要包括三个方面：一是经济杠杆。经济激励机制强调经济手段的运用，主要是通过价格对成本的正确反映引导当事人的行为选择并影响其偏好显示。二是指引机制。经济激励机制的实际运作从根本上来说是引导性的，这主要是因为经济激励机制对相对人的行为调整不是依赖命令与制裁，而主要是通过对相对人收益的影响引导其进入法律调整预期的行为模式。三是节约性。因为经济手段与市场较强的亲和性，它们往往可以以最低的费用达到预期效果。环境税、补贴制度和排污权交易制度是最典型的代表。本篇论文会对对这三种制度进行分析，比较各自的优势，对我国清洁生产经济激励制度进行研究。 关键词：清洁生产；经济激励制度；环境税；补贴 Abstract Cleaner production is a means of managing the environment is also a new model of economic development it is different from the traditional model of economic development.
