税源不足；事权层层下移，导致县乡政府责任负担沉重；转移支付制度对缓解 县乡财政困难没有发挥应有的作用。　 解困的根本出路在于深化财政管理体制改革，规范地方政府间财政关系， 进行地方财政体制创新。本文提出推行“省直管县”体制和撤消乡镇级政府等 改革措施，将五级政府层级简化为三级，对应形成三级财政。并以这三级财政 为架构，合理界定各级地方政府事权，合理划分各级政府的财权，同时通过规 范的转移支付制度，使各级地方政府的事权与财权相统一。规范政府债务管理， 全面清理和积极化解县乡政府历史债务，严格控制新增债务，以达到为县乡财 政解困的目的。 【关键词】　县乡财政体制　　　政府层级　　分税制财政体制　　转移支付　　　 4 Abstract The county and township fiscal system is the fiscal system foundation in China.
