要 随着金融市场的不断发展和创新，金融机构面临的风险种类增多。而保险公 司风险的发生对自身利益和投保人的权益都将造成重大的影响。作为最后一道防 线，保险保障基金对破产前的保险公司进行风险处置，最大限度地维护了保单持 有人的利益，增强投保人的信心，提高保险公司的风险防范意识，促进我国保险 业稳定发展。因此，对我国保险保障基金参与风险处置效果的研究就显得尤为重 要。目前，国内学者对保险保障基金的研究多停留于理论层面，缺乏对实践案例 的分析。本文主要研究了新华人寿和中华联合风险处置案例，总结我国保险保障 基金在风险处置过程中发挥的重要作用。并将处置后保险公司的运营情况采用横 向和纵向两种对比方法进行衡量，展示我国保险保障基金处置风险的效果。同时， 参考国外相关案例，指出我国保险保障基金参与风险处置时存在的问题，提出有 针对性的意见和建议。 关键词：保险保障基金，风险处置，效果 I Abstract Asthefinancialmarketcontinuedtodevelopandinnovate,therearealotofnewrisks forfinancialinstitutions.Theoccurrenceofinsurancecompanies’riskhasasignificant impact on both their own interests and policyholders’rights. As the last safety net, insurance security fund deals with the risk before the insolvency of an insurance company,andmakes all effortsto protect policyholders’interests. It can enhancethe policyholders’confidence and the insurers’awareness of precautions against risks, then pomote the steady development of insurace. In conclusion, the research on the effect of handling risk by insurance security fund in our country is particularly important. However, for study on insurance security fund, domestic scholarsmainly concentrate on the theory research ,yet seldom on a case study. The article mainly researches on risk disposition cases ofNewchinalife and China insurance company, summarizes the role that insurance security fund plays when it alleviates risks, and compares insurances’operation before and after handling risk by latitudinal and longitudinal dimensionto showthe effect.At the sametime, based on foreign cases study,thearticlepointsoutexistingproblemsandmakerecommendations.
