Strategic teaching was the major theme of the paper and discussion was conducted from two aspects , phasing out of process training and popularity of strategic instruction ; alternate and parallel use of direct and strategic instruction . This paper summarizes two major charac teristics of development , namely individualized/ commonality and wholeness/ holistic .
