基于生命期的保障房项目质量管理对策研究_李国松.doc

摘要 城市的中低收入阶层居民是住房的主体。由于其收入的增幅与商品房售价增 长存在明显差距,如果没有政府帮助,这些中低收入者特别是低收入者很难靠购 买商品住房来实现“居者有其屋”和“适当居住权”的理想。为了解决这类住房的问 题,政府大规模推进保障性安居工程建设。由于保障性住房项目具有建设工期紧、 成本控制严格、工程质量社会影响力大等特征,因此保障性住房项目的质量控制 与管理是相当复杂和棘手的问题。房地产开发企业是住宅工程质量的第一责任者, 对保障性住宅工程质量全面负责,应该把项目的质量管理与质量控制贯穿于工程 项目各个组成部分和各个阶段。保障性住房建设的质量问题屡屡发生,不仅仅降 低了政府公信度而且还损害了住房者的切身利益。因此,采取行之有效的管理方 法与措施对工程项目进行管理和控制,是保障性住房工程质量的重要保证。 本文运用生命周期理论、工程质量管理和全面质量管理理论,通过研究国内 外工程质量管理现状,根据我国保障性住房项目的自身特点和实际,对保障性住 房项目各个建设阶段中工程质量管理存在的有关问题进行原因分析,结合工程质 量管理实践,介绍了工程建设各阶段工程质量管理的内容、方法和措施等。最后 以笔者亲历施工的一个工程项目---XSY保障房项目为实例,从保障性住房组织机 构构建、项目质量管理控制要点及措施、工作流程化管理等方面进行了论述,提 出了具体的应对策略,形成了一套比较完整的工程项目质量管理程序。为其他保 障房工程质量管理提供了参考,促进了工程质量管理理论和实践水平的提高。 关键词:保障房项目项目生命期质量过程管理对策 1 山东大学硕士学位论文 Abstract Low-income segments of the population are subjects of housing in the city. As incomes increase and housing prices (rent or housing) growth there is an obvious gap, without government assistance, low-income people in particular low-income persons is difficult to rely on commercial housing purchasing to achieve home ownership and the right to adequate housing ideals. To solve the housing problems of this kind, massive Government promote construction of affordable housing. Due to the affordable housing projects with a construction period of tight, strict cost control, engineering quality social impact characteristics, quality control and management of affordable housing projects are quite complex and difficult issues. Real estate development enterprise is the first responsibility of residential engineering quality, responsible for affordable housing project quality comprehensive, quality management and control of projects across the various components of the project and at all stages. Affordable housing construction quality problems repeatedly occur, reducing the Governments credibility, and harm the interests of the homeowner.
