中文 摘 要 随着国企改革的不断深入，主辅分离成为企业脱困减负的一个重要手段。作为国 家直属的大型集团公司— 中国石油化工集团公司，同样面临着主辅分离、改制分流、 减员增效、降低人工成木、提高综合竞争力的压力。而其中具有一定生存能力的科研、 设计单位首当其冲，成为了各石化企业改制分流的主体。济南联华石化工程设计有限 公司 (正文中简称:联华设计公司)，由原济南炼油厂设计所改制而成，隶1A于中国 石化股份公司济南分公司，在改制之初，如何适应环境的变化、如何拓展市场、如何 开辟一条小型设计单位的生存之道是公司Qk待解决的重大问题。 本文结合济南联华石化一程〔设计有限公司面临分流改制的实际问题，利用战略管 理的分析与研究方法，全面分析了设计咨询行业，特别是石油化工企业设计单位的市 场竞争环境及联华设计公司内部的资源情况，利用层次分析法对公司外部因素及内部 因素进行评价，进而依据SWOT分析确定了公司战略发展的方向和战略发展方案，利 用QSMP方法对各战略方案进行了评价和选择，并给出了战略实施的具休对策建议。 关键词:改制 市场竞争环境 层次分析法 SWOT战略发展方案 实施对策 ABSTRACT Goingonwiththedeepeningofstate-ownedenterprisereform,thesegmentationbetween 训ncipalandsubordinatebusinesshasbeenoneofthemainmeasurestolightentheburdensof enterprisesandbringthemoutofdifficultsituations.Asalargestate-ownedgroupcorporation, ChinaPetrochemicalCorporationalsoenduredthepressuresofsegmentationbetweenprincipal andsubordinatebusiness,restructuringofenterprisebusinessandrepositionofredundant personnel,downsizingforefficiency,reductionoflaborcost,andimprovementofintegrate competitionability.Researchandengineeringunitsthathavecertainviabilitymustnecessarily standinthebreach,andhavebecometheprinci州 partinthepetrochemicalenterprises restructuringofenterprisebusinessandrepositionofredundantpersonnel.JinanLianhua PetrochemicalEngineeringCo.Ltd(abbreviatedasJLPECinthefollowingtext)whichreports toSinopecJinanCompanyestablishedasaresultofrestructuringofformerBrianRefinery.At thebeginningofrestructuring,Thecompanymustsolvethefollowingimportantproblems,that is,howtoadapttothechangingenvironment,howtodevelopmarketand howtoblazeapath forsmallengineeringcompanytosubsist.
